拉德米拉•莫阿卡宁（Radmila Moacanin）出生在南斯拉夫的贝尔格莱德（Belgrade）。曾在日内瓦、纽约和洛杉矶学习，获得了语言学文凭、联合国国际事务硕士学位、社会服务学硕士学位、心理学博士学位。她也是意大利的富布莱特学者。
